The U.S. Senate has passed the Renewing Opportunity in the American Dream (ROAD) to Housing Act of 2025 (S.2651), a major bipartisan housing initiative included in this year’s National Defense Authorization Act.
The legislation introduces more than 40 reforms designed to expand the nation’s housing supply, simplify federal housing programs, and improve access to affordable mortgage credit. Among its key provisions are measures to increase small-dollar loan availability, modernize appraisals, strengthen coordination between HUD, USDA, and the VA, and streamline approval processes for new housing developments.
The bill, co-sponsored by Sen. Tim Scott (R-SC) and Sen. Elizabeth Warren (D-MA), has drawn widespread support from housing and lending organizations. “The Senate’s passage of the ROAD to Housing Act is a win for housing affordability and consumers,” said Bob Broeksmit, President and CEO of the Mortgage Bankers Association (MBA).
If enacted, the ROAD to Housing Act would represent one of the most comprehensive federal efforts in recent years to address barriers to homeownership and strengthen the housing market nationwide.
